WhatsApp Business API pricing is two bills. Meta charges per delivered message, by category and by the recipient's country — the WhatsApp Business Platform rate card. The provider between you and Meta — Twilio, 360dialog, WATI, respond.io — adds a per-message fee, a markup or a seat price. Chatfuel SDK is one of the providers: Meta's rate plus 10% out of your workspace balance, and a plan for the AI that writes the replies.
This page puts the layers side by side: Meta's WhatsApp pricing by country, what eight providers add on top, the same month on Chatfuel SDK, and a calculator for your own numbers. From 1 October Meta bills every reply as well, so the calculator counts those.
The short version:
- Meta: per delivered message. Marketing runs from $0.0109 (Turkey) to $0.1597 (Netherlands), fifteen times apart. Utility, authentication and, from 1 October, every reply run from $0.0008 (Colombia) to $0.0550 (Germany). Free: whatever the customer sends, and everything for 72 hours after they arrive from a click-to-WhatsApp ad.
- The provider: Twilio's $0.005 a message, Landbot's €0.05, 360dialog's €49 a number, GoHighLevel's $10 a sub-account plus 5%, AiSensy's 26% on Meta's Indian rates. WATI's rates are behind a login.
- The platform: seats, $24 to $279 a month for three to ten people, before a message goes out.
- Chatfuel SDK: Meta's rate plus 10% out of the workspace balance, and a plan from $20 for the AI and the inbox. No seats. 1,000 marketing messages to Brazil are $62.50 to Meta and $68.75 off the balance.
What Meta charges
WhatsApp Business Platform pricing has been per message since 1 July 2025, and Meta bills only a message it delivered. The WhatsApp price per message depends on two things: the template's category, and the country code of the number you sent it to, not yours. A template is a message Meta approved in advance; anything else is a reply, and a reply can only go out inside the 24 hours after the customer last wrote.

Never billed: the customer's own messages, and anything you send in the 72 hours after they arrive from a click-to-WhatsApp ad or a Facebook Page button.
Utility and authentication have volume tiers; marketing and replies don't. The tiers are progressive, counted across your whole business portfolio and reset monthly, and the top band — about a quarter off — starts in the tens of millions of messages a month: 70 million utility messages to Brazil. Below a hundred thousand a month, read the first column.

Three things the card doesn't show. The North America row prices a message Meta doesn't send: marketing templates to US numbers are paused, with no end date on Meta's page. Nine markets, India and Indonesia among them, carry a separate rate for an authentication code sent to a number abroad, not drawn here. And Meta has announced new rates for 1 October in nine countries — Bangladesh, Iraq, Nepal, Sri Lanka, Kazakhstan, Kuwait, Morocco, Oman and Ukraine — which today sit inside the regional rows.
What changes in WhatsApp pricing on 1 October
Every message you send gets a price. A free-form reply inside the 24-hour window has cost nothing since November 2024; from October it costs the market's utility rate, with no volume tiers. A utility template costs the same whether the window is open or not. Marketing and authentication are unchanged. The customer's messages and the 72 hours after an ad stay free.
An agent that answers in four messages costs Meta $0.0272 a conversation in Brazil and $0.0056 in India, before a token is spent.

What the provider adds
WhatsApp API pricing through a provider is Meta's rate plus the provider's layer, and providers price WhatsApp four ways: a per-message fee, a markup, a seat price, or nothing. Monthly prices, in the currency the provider publishes. A provider that doesn't publish a rate gets "not published", not a guess.

- Twilio's half-cent is 8% on top of a Brazilian marketing message and 42% on top of an Indian one. On a Brazilian reply it's 74%; on an Indian reply, 357%.
- GoHighLevel's $10 is 16% of 1,000 marketing messages to Brazil and 85% of the same thousand to India.
- Landbot's €0.05 is the same fee on a $0.0109 message and on a $0.1597 one.
- AiSensy's and Interakt's markups are their rupee rates against Meta's rupee card: ₹0.8631 a marketing message, ₹0.115 utility and authentication.
What Chatfuel SDK charges
The SDK is free and the app is yours. The workspace it runs on has three meters, all drawing on one balance.

The WhatsApp Business API cost on Chatfuel SDK is Meta's rate plus ten per cent. Chatfuel attaches its own credit line to your WhatsApp Business Account and settles with Meta for you. No card on the WABA, no separate WhatsApp wallet, one balance. What Meta charges for a message plus ten per cent is what leaves it: 1,000 marketing messages to Brazil are $62.50 to Meta and $68.75 off your balance; to India, $11.80 and $12.98.
The balance is the plan. Business is $20 a month with $20 of credits and one bot; the agency ladder runs $100 to $2,050, and you're on the smallest plan whose credits cover the month. The AI's share is about a dime a conversation: 500 answered conversations are $49.50 of tokens, which puts you on Agency S at $100. What that step does to a margin when the app is one you resell:

The defaults are 1,000 marketing messages, 300 utility, 100 authentication codes and 500 conversations answered in four replies each — 3,400 messages. To Brazilian numbers that's $78.82 to Meta, $86.70 on Chatfuel SDK, $95.82 through Twilio, $92.76 through GoHighLevel. To Indian numbers, $15.16, $16.68, $32.16 and $25.92. The plan the AI runs on is Agency S at $100 either way.
"Why a percentage and not a flat fee?"
Because a flat fee is a different share of the WhatsApp API cost in every country. Twilio's half-cent is 8% of a Brazilian marketing message and 357% of an Indian reply. Ten per cent is ten per cent in Bogotá and in Berlin.
It cuts the other way too. Above $0.05 a message — most of the card on marketing — ten per cent is more than a half-cent, and Twilio's fee is the cheaper layer on those messages. On the Brazilian defaults above, Chatfuel SDK is $9.12 a month cheaper than Twilio; on the Indian ones, $15.48.
What the ten per cent buys: no payment method on the WABA, no wallet to top up, one balance the AI and the messages both draw on, and Meta settled by us.
"Does WhatsApp Business cost money?"
The WhatsApp Business app on a phone is free. What costs money is the WhatsApp Business Platform — the API every provider on this page resells — and it costs per delivered message. That is the whole cost WhatsApp bills you: a WhatsApp Business account costs nothing to open, and Meta charges nothing for the number; a provider may, like 360dialog's €49 a number a month. How much does WhatsApp Business cost a month? Whatever the calculator above says for your mix: 1,000 marketing messages, 300 utility, 100 codes and 500 answered conversations to Brazilian numbers are $78.82 to Meta and $86.70 on Chatfuel SDK.
Which setup, by volume
What WhatsApp costs a month depends on the mix, so by segment:
- Support inside the window, no broadcasts. Until 30 September the messages cost nothing anywhere. From 1 October, 500 conversations answered in four replies are $13.60 to Meta in Brazil and $2.80 in India, and the seat price of the inbox is most of the bill: $24 to $279 a month for the inboxes in the table, $20 here.
- Marketing at volume. Meta's card is most of the bill: 1,000 Brazilian marketing messages are $62.50 to Meta and $67.50 to $75.63 through the layers here. Choose on the inbox and the AI, not on the fee.
- Marketing in India, Turkey or Colombia. A flat fee can cost more than the message. 1,000 Indian marketing messages are $11.80 to Meta, $12.98 on Chatfuel SDK, $16.80 through Twilio and $22.39 through GoHighLevel. Choose the percentage.
- US numbers. Marketing templates aren't delivered. Plan on replies inside the window, utility templates and the 72 hours after an ad, at $0.0034 a message.
A Meta invoice or a provider's page that disagrees with a number here goes to Discord, and the table gets corrected.
